One of our chief complaints about Red Hood and the Outlaws thus far has been that too often, the titular Outlaws -- Arsenal and Starfire -- have gotten the shaft. Luckily, Roy Harper fans can get exited about this week's DC Universe Presents #17, written by Joe Keatinge with art from Ricken, which is Arsenal-centric. Look for it in comic shops on Wednesday.
